Charles O. Ripley, 86, Indianapolis, died Feb. 28. He was a retired railroad conductor.  He was a member of Elks Lodge and Transport Workers Union.  Graveside services: 10:30 a.m. March 3, in Dodge Grove Cemetery.  Mattoon, ILl. Calling: none. He was the widower of Helen E. Howard Ripley. Survivor: friend Hiram Umbanhowar; Mitchell-Jordan Funeral Home. Mattoon is handling arrangements.
